please state your question more clearly.
there is a TRANSFORM_UNIT macro in trunk.
it is also "used." (of course)
it is the preferred way to morph a unit from one type to another in the development version.
it does not work in the (older) stable version.

Ah, now I can see why I saw it in the reference, but don't see it in my actual version. I'm not using the development release. I think it would be a neat utility.

Hence why it was added for the dev version =)
Very few non-critical (like bugs) changes (especially features) are backported to the stable versions for numerous reasons. An exception would be new artwork.
As the dev version continues to grow stronger with more incentives to try it and less wonkiness, more and more people will begin using it, causing a cycle to draw more and more players, until the dev version is the preferred version.
That is likely a ways off, however.
