Yeah doc maybe but if you recruit that many mermen then you end up paying more in upkeep than from getting the village. Knalgans are ok though I wouldn't use many ghosts, mostly corpses should do on the southern villages as gryphons are weak to impact. But Undead vs drakes on there is really annoying. Actually I'm not sure the water villages are that much of a problem. I don't play blitz much but merman hunters seem so weak that they'll die to drakes in water most of the time as long as you can avoid getting surrounded. Yeah it could work sometimes and on some maps if your opponent recruited unwisely. We had stoswelle and co though posing like they could win 100% of the time in any situation by only recruiting trolls. And even worse it seemed that most people believed them :).
