Thanks for the feedback. All the issues reported here (and a bunch of other things) are fixed in the latest version. Version 2.1 is on the add-ons server now!

It's also missing from intro-1.cfg intro-2.cfg world-map.cfg, but omission seems intentional.
That's intentional as there isn't any combat on those scenarios.
