Obviously it needs more options. So here are my suggestions:
[level 0] Goblin Poker
[level 1] Goblin Rouser Goblin Spearman Goblin Firebreather
[level 2] Goblin Instigator Goblin Impaler
[level 3] Goblin Ringleader Goblin Steelclad
[level 4] Goblin Rabbler
[level 5] Goblin HODOR

All orcs and most other, way more powerful beings don't reach level 5. Why should the goblin?
Goblins are just very weak orcs (literally, Wesnoth goblins are orcs born in a very weak and stronger orcs thus don't even call them orcs but goblins) and should stay like that IMO.
Feel free to make your own goblin faction, though.

I think the current Goblin line is okay. A level 2 goblin would only fit as a campaign hero, *IF* someone creates a L4 orcish hero. Why wouldn't a L2 goblin fit? Because mainline orcs barely reach Level 3 (Orcish Warlord, Orcish Slurbow, (no Orcish Assassin line unit)). And remember, Goblins are weaker and smaller orcs.
If you're looking for a leveled goblin, recruit Goblin wolf-riders instead.
