The most convenient way to run the command would be to create a Windows shortcut with the command-line flag(s) that you want to use. See the example here.

There were 6 different translation strings in the file containing a \v (out of several thousand translations). It wasn't all 6 \v in one place.

It's just you actually. :D SoW is by far younger than ANO and there have never been any attempts to reconcilate the timelines of these two campaigns, or to fit ANO into the Dragon War canon. I think the issue is triggered by the \v escape sequences in the translations. (There are 6 of these in the file.)

I think it would be more accurate to say that Soldier of Wesnoth is a prequel to A New Order.

(A New Order was released in 2005, while Soldier of Wesnoth was written later, in 2013.)

The translation sometimes uses <italic>text='Battle for Wesnoth'</italic> and sometimes <italic>Battle for Wesnoth</italic> Perhaps a stupid question, but which of those is malformed? I'd normally assume the first one, but a search for <italic>text= returns over 12000 results in various translation...

I'm not sure if this is the issue, but in the Italian translation, the help markup looks malformed.

The translation sometimes uses

I presume too that the # [attack] and such lines are also mere comments and that the only "active" elements of .po files are the msgid and msgstr lines? Any line beginning with the # character is only a comment - it will not affect the actual translation. I was in terror that each time I ...
