It's very very very likely the same problem that caused crashes/freezes with other scenarios using randomly generated maps, which will be fixed in 1.11.8 which ought to be coming out soon. Well... I can assure you that there's no such hidden mechanic in that scenario. Spectres deal arcane melee damage though, not blade, and outlaws like (almost) all humans have 20% arcane resistance.
