I have all the current add-ons downloaded from the french website and would like to point my startup menu installer to my local files folder that contains them so i can do add-on installs offline.

No, because that's not how it works. The instructions given on that page are the way to do it. Although not knowing what you mean by "Startup menu installer" I think soliton pretty much answered your question.
So simply create "campaigns"-folder and put all the stuff there or just rename the folder where you have put all the campaigns. Then you could make a symbolic link of that folder to the appropriate location (See link that soliton posted).

@Soliton: It works any way it gets programmed to work, i do think you might just admit you did not answer my Q until your second post '...that's not how it works', and if know just how it works, then perhaps you know a way to direct that GUI HID to load not from the web, but from a local file folder instead??
