How would ZOC range of 2 work? Now, any move into ZOC sets moves = 0. So no unit could approach the big-ZOC unit except by stepping into its outer ZOC and then closing on the next turn; and that assumes it didn't take a step backward on its own turn.

I think you misunderstood my ZoC proposal. The ZoC range would only extend to the outer circle where it is a certain terrain type. For example, if you are two hexes away from a "Grasping Roots" Ancient Wose you can keep walking for any terrain except unless you have landed on forest.

Two square Zoc can be negated with ease, just surround the unit, so that it has nowhere to retreat to. And besides, If I understand correctly, this is not meant for MP, but for campaigns only. Applying all this would certanly unbalance MP.
