One downside to balancing by limited the enemy's gold, is the new player has fewer chances to gain XP.
An interesting solution that Scott has suggested is to primarily ballance by lowering the XP requirements for the "easy" player's units to level up. As a player i'd like to try a campaign ballanced this way.
