I don't think that they are hard. They feels just like it should IMHO.

About cruisers. I Think, they should, just like ad zeppelin, interact with gold. But take for example 10 gold per turn, per unit. Giving them high level for high support cost may have an unadequate levelupping enemies when you missed last shot and almost killed them...
