Where have all the campaigns gone?

Having installed 1.3.1 I am now unable to dowloaded user campaigns using the Get Add Ons command. All I can see are multi-player scenarios. Is there a reason for this?

The reason is that 1.3.1 has a separate add-on server. Campaigns created for 1.2.x are not compatible with any 1.3 branch release, and thus every author needs to update their campaign to be 1.3-compatible and manually upload them to that server. No one has done this yet (MP scenarios might not need any conversion to work, whereas campaigns contain stuff that invariably does).

Is it possible to connect to the 1.2 server from with 1.3.1?

1.3.x is NOT compatible with 1.2 stuff, plain and simple. If you want lots of content, stay with 1.2.x for a while longer.

Are there any other known issues with the campaigns in version 1.1.8 on Ubuntu 6.10 (Edgy Eft)? There are precisely zero campaigns available on install - multiplayer only - and I'm really much more interested in playing single-player campaigns; prior to checking these forums, I was beginning to wonder if the game was still in beta or something. Do I need to upgrade to 1.2?

On linux, campaigns are separate packages. Try getting "wesnoth-httt" and see if a campaign appears.

However, it is best that you upgrade to 1.2 .

This is not related to linux, it's the choice of the packager for debian and ubuntu uses the debian packages. Other linux distrubtions have the full release under the name wesnoth.
For debian/ubuntu they're marked as recommended but not required dependencies. If you install it wrongly, you won't get the campaigns.
