Well... my problem, at least, has been solved. The trick seems to be having a human-controlled unit with canrecruit=yes alive and on the map at the end of turns. Other scenarios seem to end with the strange quick cycling through turns culminating with sometimes ambiguous "game over" dialogs (depending on what kind of flags you set in [endlevel]).
