XDelta for Windows

I've just uploaded to Sourceforge the XDelta file for Windows.
Take into account that this file is an xdelta for 0.9.7 from 0.9.6a, not 0.9.6.

Well, in fact it is a Wesnoth bug that only happens when it's compiled with zipios++ support.

It will be addressed before 1.0.
